How to choose an API Level

If I compile my project with API 28 and the API installed on my phone is 27 - can it cause the project crash?
When I run debug I get an exception
Source code does not match the bytecode

I'm not a developer but perhaps you should try app bundle distributor type instead of a traditional apk. I believe Google supplies the API's for you.
