I want to the procedure to simulate the modem crash in android mobiles

No....... but when the modem is crashed it should power off if again we powerON the phone it should work properly

Is this for testing purposes? For example, you want to test Android reporting a cellular and/or wireless network, but you want attempts to actually use either of those modems to fail.
