Help how to edit android kernel for sim card radio configuration ?

Can you be more specific about what you want to achieve?

The kernel is the core of the OS. It's in the /boot partition. Editing it isn't really an option; well in principle you could obtain a copy of the kernel image (e.g. from a nandroid backup) and use a hex editor, but would you know which bytes you wanted to modify? More practically, if you have the skills and the kernel source code you can modify the code, build your own kernel and flash that (will need an unlocked bootloader for the last part). Or if someone else has built a suitable custom kernel for your device you can install that.

But the original question: what do you want to achieve? Are you sure that it's the kernel that you need to modify?

hi..... :) sory for the late reply,,,,, i want to repair my phone because the sim card is detected but it's dosn't detect the signal. I know it is just disabled in a system kernel in the form of a scrypt file but i cant find where it is placed, i has been rooted my phone and using root browser to explore system and file. I think you know how to do it and please help me.. :)

Is it showing a valid IMEI, MEID or ESN at all? If not, could be the baseband has been hosed. Depending on what the phone actually is, either it's possible, or else you'll be buying a new phone. So what phone is it, make, model, Android version and the carrier?

yes,,,,, it is show the IMEI and ESN but unknown BASEBAND. It is REDMI 2, model hm2014817 KITKAT 4.4.4, carrier by indonesian TELKOMSEL SIMPATI.
