How to externally create playlists

I have my music on external microsd using the following folder structure

extSdCard
\MUSIC
\ARTIST
\ALBUM

An example of a fully qualified filename is

extSdCard\MUSIC\ARTIST\ALBUM\Weezer - Raditude - 01 - I Want You to.m4a

I tried creating playlists on my computer using Winamp and saving the m3u in the extSdCard\MUSIC folder. However, when I try to play the m3u using Google Play Music, I get error "Couldn't play the track you requested". I also tried ES Media Player, MoboPlayer, and Sound player without success.

The audio files themselves play fine in Google Play Music when going through its interface...just not when referred to by m3u.

Certainly you aren't limited to creating playlist by hand on the handset itself?
 
You say that your directory structure is
\MUSIC
\ARTIST
\ALBUM

but your "fully qualified filename" says it's
\MUSIC\ARTIST\ALBUM

The two are nothing alike, and an app looking for \MUSIC\ARTIST\ALBUM isn't going to find it in the structure
\MUSIC
\ARTIST
\ALBUM
 
Unfortunately, the indentions that I'd used to indicate the parent/children directories were wiped out when I posted.

The directory structure is like this:
