Sure you can use emulators. But the emulators can NEVER emulate the device fully. So sometimes it happends that it works on emulators not on phone. But be carefull cause you are doing probably the most risky job on android. So if you screw it up.... Well bye bye Galaxy Mini for about a month....

well lets put it this way if your smart enough to be building your own ROM you should be smart enough to fix your device.... or just not break it in the first place.
