Help How to make simple android app

So, when you open the app, it shows you a in-editable multiline textbox, and a single line textbox with "Login" button beside it. When the user logins, they can edit the multiline textbox and save it. When they save it, it uploaded to a server so everyone who installed this app will see the text

So its like broadcasting machine for authorized person

And please tell me what app to use and detailed step by step.
