I have samsung S4 and it says i have low storage on my phone but I have enough space on my SD.

Use Application Manager (in Settings). If you press an app, you should get a window with a "Move to SD card" button. If the app can be moved the button will be live, otherwise the text will be grayed out. Some can, some can't. If it can be, only part of it can be - some of it has to stay on internal storage.
