Apps How to paint blurry background in image like iphone

I want to paint the extra pixels in my image with transparent or blurred background like in iphone where t fills the extra pixels to make square size image for whatsapp or instagram.
I can only access default colors black,white etc.

Actually i am looking to develop this app not use it.
And i have attached the photo with my question ,this app is not close to my issue.
I want a blur background and paint my image on it to fit square size window
