How to permanently disable USB debugging

I wanted to know if there is a way to permanently disable USB debugging (that even when you try to turn it on it turns off automatically).

But the rest settings I want that it should be accessable just the USB debugging not.

You have the password so it's accessible to you all the time. In the recent Android the USB Debugging switch is located in the Developer section, you are unlikely to turn it on accidentally.
 
The whole point of using a password is to prevent someone else from playing with the device's settings. Otherwise you should know what you are doing.

It's more convenient to lock a feature rather than have it permanently disabled. You might need it later.

I agree with you when it comes to completely deleting the usb setting and functions.
 
op.....i'm not sure i see why you want this disabled. are you concerned about security? if so then you should not have rooted your phone. i rooted phone basically bypasses all securities on your phone so that "you" can gain access to the system apps. but now anybody with the knowledge can also gain access to your system as well, regardless of usb debugging being turned on or not.
