On the Nexus, go into the Gallery, open a photo and under the photo menu:
Set picture as ..
Contact photo
Select the contact you want to associate the picture with - I guess if there's already a picture associated you may need to confirm the change.
I imagine it's something similar on your Sammies.

On the Galaxy Note 1 you can go into Contacts, select the Contact you want to add a picture to tap on the empty photo space and select Image (or Take Picture) from the menu that appears. The Gallery that appears so you need to find the picture you want to use and follow the rest of the instructions.
I'm afraid this doesn't work. I suppose it will fix itself after the next upgrade.
After a second look I see that I can add a photograph as Pinmac1 states but it appears to only work for the contacts that are saved on the phone itself. I cannot place photograph on contacts saved to the SD card.
