ROMs how to program my own ROM

hello i would like to program my own custom ROM and replace the one shipped by google under the emulator.
i know the ROM is a system.img file but what's inside this file?
can i program the ROM in java under eclipse?
anybody can help me?

What? Vistualbox is for creating Virtual machines (windows, linux etc) on your physical machine.

As you need a Linux environment to build roms, it may be a virtual machine is required but it doesnt create roms.
