My phone often runs out of battery before I know it. Life would be much easier if I could read phone state while I’m working on a computer.

How to read phone state on a computer?

Never met this situation, cause my phone will make an alarm sound when the battery is going to turn off...

If you got the phone plugged into the computer to read its status, e.g. Samsung Kies, the battery shouldn't run out because it's actually being charged by the computer.
And in fact if you got Windows 10, it even states, "Want to manually move a few files or just charge your battery? Plug in your phone.", in Phone Companion.
