How To Simulate apk on Windows 7?

Hey guys,

I hope this is thre right place to ask this question. I do not have an android phone but I want to make some apps translations into Turkish sometimes. I know excatly what to do except running apk files through windows just to make sure which phrases to translate.

Is there any software which can run apk files on Windwos 7?

Thanks I heard that, but as far I know, it is for developing apk right? I just want to run an apk through Windows, does it do that?
 
Another question here.

As tutorial I have successfully managed to establish a virtual Android 2.2 Froyo device but unfortunately no Turkish language support :( That causes me not to see apps in Turkish. How can I install Turkish into my 2.2 Virtual Froyo :)
