How to uninstall an android application using a PC?

I installed this "security" application that locked all of the settings on my phone. I cant uninstalled it from my phone because of that. Is there a way to do it using my computer?

Not enough to go on: please specify what phone brand, model, and Android version you've got. And what PC or Mac, and which OS version.

And which app is causing the trouble?

I have the Samsung Galaxy 5 with android 2.1 I am actually working on my laptop which is a HP G42. The name of the application is "ES Gestor de Seguridad".
 
If push comes to shove, your phone should have a way to reset to factory defaults during boot up. You'll lose your data, but you'll recover your phone.

The only other option would be using the Android SDK and killing the app through ADB. I'm not really versed in ADB usage, so I can't give you specifics.
