How to unlock an ATT Galaxy Note 3 to use overseas?

I have an ATT Note 3. I want to gift it to a friend to use overseas in Turkey.

What is the best way to unlock? What website to use or would ATT store do it for me? Are there any risks (bricking, not being to able to upgrade OS, not working etc)? ANything to watch for is it a straight forward process?

Long as it's not still on contract or that you owe any money on it, should be able to just do an online customer chat with AT&T for it now with the unlock law in effect. Basically, should only have to consult a third party unlocking service if they're uncooperative for some undisclosed reason. Again, as long as it's under a contract or you still owe money on it, they have no incentive to unlock it for you.
