Android Question

I have a Nobis NB09 tablet running Android 4.1.1, Kernel version 3.08. It supposedly has 8G of internal storage which I augmented with a 16G micro-SD card. Yet when I look at the Settings | Storage it divides the Internal Storage into two parts. The first part seems to be application space which is limited to 661M while the data space is 5.06G and is basically empty.
It's also showing 14.91G of SD card space.
I'm not complaining about the numbers but rather would like to change the allocations. If I add more than a couple apps, I start running out of space and can't do anything with the tablet. I'd like to use most / all of the internal storage for programs and use the SD card for data.
Is there a way to accomplish this?
