Yes, go to Settings -> Wireless and Network -> Tethering and portable hotspot and if you've plugged your phone into your laptop with a USB cable use USB Tethering, or if you don't have your cable handy, then use the portable wi-fi hotspot.

Ok but Will Phone receive Internet from laptop?

This will only give the PC internet connection through the phone. Can't you get a twin sim with data plan? My carrier can do this, one sim for data only for the PC and one sim for the phone with call and data.

If you're using Windows 7 you could use something like Connectify to create a wi-fi hotspot on your laptop which should share your data connection. I'm not sure if this is possible on Vista/XP...

[edit] You could also try Virtual Router which seems to perform well and is free
