Howto identify the launching application without launching the application

Is there any way in Android I can get some intent/notification of the application that is about to be launched by the user without actually launching/running the application.

I want my application to know what app the user is trying to launch and then blocking some app based on some conditions. Can this be done without letting the application run?

Suggestions welcome.
