HTC and 3G bands

is there an inherent reason why HTC can't manufacture radio that covers all 3G bands: both international 900-2100 and US 850-1900.
just like the one Apple has been using since day one.
just wondering.
 
Yeah I don't get it either.

Nokia, Apple both make quad-band HSPA phones
Acer makes phones which possess 1900MHz bands along with 900/2100

Hell the fricking Motorola Backflip supports all international 3G bands.
