Help HTC Desire keeps turning back on

This has been happening for a while but as I never really needed to turn it off it did not bother me. Basically when I turn the phone off 98% of the time it just starts up again. I have rooted it and it has made no difference, I have recently upgraded my phone to a Desire X and the original Desire has now been passed down to my mum who only turns on the phone when she needs it. This is driving her crazy as she finds her phone is on in her handbag and has little battery left when she needs it.
This is her first smartphone and she loves it, (she didn't even have a colour screen phone beforehand) It would be nice to find out what is causing this little annoyance in case it develops to something bigger.

What happens if you remove the battery, then reinsert it?

If it turns on when you insert the battery, without touching the power button, it might mean that there's a problem with the power button itself. But then I assume that the power button is working normally otherwise (i.e. turning screen on and off)?

But if you long-press power and select "shut down" (or equivalent - I've not run Sense for a long time) it shuts down then restarts immediately?

What software version is it running?

More recent HTCs have a feature called "fast boot", which is some "quick reboot" as opposed to a full shutdown. I'm sure the stock 2.2 didn't have this, but other software might. If that's the case there will be a setting to turn it off. Just a shot in the dark though.
