I just got an HTC Evo 4G. I want to upgrade the operating system so that I can run Microsoft OneNote. does anybody know if it's possible

It looks like that app requires android version 4.x.x (Ice Cream Sandwich) and up to run. And my brief perusal of your device seems to show that its last official update was only to 2.3.x (Gingerbread).
However all is not lost. That is part of the beauty of rooting and rom'ing our devices, we can get them updated a bit farther than our carrier wants to, though sometimes stability issues arise since that's part of the reason the updates stop where they do.
