HTC Explorer v/s Samsung Galaxy Y duos

Hey I need to buy an android phone. My primary need -> is playing games, customizing my phone and of course android development ( I am a CS Student ), can you tell me which phone is better HTC Explorer or Samsung Galaxy Y Dous ? Also I don't have internet connectivity on my phone ( If it is an important factor )
