HTC manager

Message says I need to make sure that the HTC is set to allow the connection but I looked in Accounts and Sync on phone and don't see anything like that.
 
Look in Wireless&Networks to make sure you have everything (except, possibly, Bluetooth, which should have nothing to do with this) enabled.
