HTC One M8 Charging Issue

What is charging without holding a charge? How to solve this problem? I have contacted the repair and the volume + and - and power butt 2 minutes method did not work. He said the charging light (6 seconds long flashes) indicates charging without holding a charge.

I haven't seen those lights but a full charge doesn't last as long as it used to.

A fresh new battery could probably fix that but what company/shop puts in fresh batteries?
