HTC One m8 stuck in recovery mode

Most results I search for involve "I tried rooting my phone, but now I'm stuck in recovery mode". Nope, not in this case. My friend claims a week ago he turned on his phone, and was stuck in recovery mode. Never tried to root it.

So, what do I do?
 
I should be clear about what I'm seeing. I'm assuming this is recovery mode. (I don't own a smartphone.) There is no clear cache option that I can see.

That's not recovery mode, that's the bootloader.

Volume keys scroll through options, quick tap on the power button is like the mouse click to make it happen.

It's in FASTBOOT mode and HBOOT is selected.

Tap power - don't hold, just tap - to get to HBOOT mode menu.

Recovery selection is there.

It WILL hesitate for a little bit before showing you anything in Recovery.

Inside it are the clear cache and reboot options.
 
And the missing data on the screen doesn't bode well at all.

Clearing cache is just a long shot now.

Have you or they been trying to install or change anything via USB?

Was this update - received over the air? Something they tried to install via USB?

What carrier is it on?

Sorry for the interrogation but answers to the questions are critical in deciding the next step.
 
I even Googled "Recovery Mode" and that menu was usually the one that came up.

Went to HBOOT then RECOVERY, but it kicks me back to FASTBOOT.
 
Change anything as in trying to change things since the crash (like trying to recover it)? He said something about putting a rom file on the SD card, but that's about it.
 
That's fine. My area is Windows, not so much mobile phones/smart phones (I've only owned an iPhone 4). I don't mind these questions, as I'd ask similar questions if it were Windows.

Can't say whether it was a wired or wireless update. Probably wireless, but I'll ask.

Pretty sure the carrier is Straight Talk.

Yeah, please see if you can get as much info as possible. Links to the advice he used and so forth.

If it's not fixable let's find out up front.

If it is, knowing those answers so that the next move doesn't break it completely is pretty important.
 
He updated wirelessly.
He tried recovery (HBOOT > RECOVERY).
He tried factory reset (HBOOT > FACTORY RESET).
He tried putting a new ROM file on an SD card, and putting it in his phone.
 
It was an AT&T unlocked phone, carrier now Straight Talk.

ROM file used from HTC site. He talked to an HTC rep, and was told where to go to find it.

This is the name of the file: RUU_M8_UL_K444_SENSE60_ATT_MR_Cingular_US_3.42.502.1_Radio_4.0.U606061@41216A_40.34.C35006.02_F_release_407726_signed_2

It is 1.67 GB. He can't remember the site, but I do have the file.
 
I keep getting "battery is below 30% error" with the executable. I don't understand how long the phone has to charge. Unfortunately, I can't see what my battery level is (if it's charging).
