Root HTC One M9 Bootloader Unlockable?

Hey all,

I'm currently switching to AT&T since they have good coverage in my area. I'm aware that they lock down bootloaders. I want to get the Samsung Galaxy Note 4 but it's bootloader is locked... If I were to get the HTC One M9, could the bootloader be unlocked? I want to root my device and be able to flash custom roms. If HTC One M9 isn't a good device then please recommend some devices. I want to have a device that I can enjoy and be rooted on since I will be holding on to the phone for two years.

The m9 already has s-off, so no need to unlock the bootloader.
