i rooted my htc oneSV, put viperSV ROM on it and its super glitchy, how do i flash the stock one back on??

Did you make a Nandroid backup in Cwm or Twrp prior to flashing the custom ROM?

no i didnt, and it currently has no os on it at all...

If you want to go back to stock then run this command from fastboot. fastboot getvar all. Then post the output minus your Imei or esn # This will help everyone point you to the correct RUU as you have the HTC One SV k2_cl

First do this -

fastboot oem lock

Next, make sure that you have at least a 50% charge.

it doesnt do anything when i run RUU it just says its sending to device and nothing happens... is there a way i could use adb to flash the rom on if i find a download?

it currently has no OS on it, i wiped the system :/

You could flash a recovery via fastboot and flash a rom
Ot try a different usb cable or port.

Did you lock the bootloader and put the device into FASTBOOT USB mode?

An RUU won't care about it not having an operating system, that's kind of the point.

And yes, you can unlock the bootloader again, verify that you have TWRP working, and load a rom through TWRP.

Go to Mount, check on the sd card, it'll appear on your pc, copy the rom over, uncheck the mount you changed - back out, Install and install the rom.

not sure that i locked the bootloader..how would i do that? im currently looking for a ROM to put on it right now and im going to try to do the mount and copy method and see how that works

From FASTBOOT USB mode, the same way it was when you did the fastboot getvar all -

First do this -

fastboot oem lock

That's how you lock the bootloader.

Don't bother if you're going to install a rom instead.

I couldnt get a rom to successfully flash, failed everytime so i went and did the oem lock, ran RUU and it made it through all the way then failed at the end...it says the image was updated and all that but it doesnt boot up past the HBOOT screen...

Go to fastboot, and command

fastboot erase cache

fastboot reboot

If that fails, remove the sd card and try to reboot again.

If that fails, go to fastboot and run the RUU again.

still didnt work... i ran RUU again and it got stuck on "sending"..could it be possible that i somehow screwed something up with it?? is there a way to check?? Ive had enough for tonight, im going to try again tomorrow.
