First question: have you tried to do anything to it? "Locked" is normal on that screen (fastboot mode), but "Security Warning" is not. The more information you can provide about how you got into this state and what you have already tried, the easier it will be to provide an answer.
One question: can you use the volume keys to navigate through the menu options? If you can't then the problem is probably that your "volume down" key is stuck: the way you boot into fastboot mode is by rebooting the phone while pressing and holding that key, so if that key is stuck on then this is what will happen if you reboot the phone (and if it's stuck then you probably won't be able to navigate the menu using the volume keys either).
Otherwise, as I say, please tell us everything you can.

Ok, if it won't do anything else then I suppose that reflashing the software completely might work. That means some finding a compatible RUU (ROM Update Utility).
"cp5dug" seems to be the Desire 700. Can you tell us what country it was originally sold in and whether it was sold through a mobile carrier or unbranded? That information (plus software version) is needed to find one that will work on that handset. If necessary you can find this out definitively using a program called "fastboot" which you install on a computer (command "fastboot getvar all").
No guarantee that we will be able to find one, but assuming that there is no physical damage (damaged storage for example) that's the best bet.

Are you able to boot into Recovery? If so, try wiping the system cache partition: https://support.t-mobile.com/docs/DOC-6526
The OP says (s)he's reset the phone, which would also wipe the cache partition.
Can you provide the information I asked for in my earlier post? I don't know how easy it will be to find a Desire 700 RUU, but we'll need that info to find the right one.
