It depends entirely on the device. I know some older ones could.

Definitely depends on the device and Dev support. Your best bet would be to go to a Windows Phone forum and check there about rooting since we probably wouldn't know much being an Android forum.

We don't have Windows Phones on this forum anyhow.

Yeah, I've seen hd2's with Android ROM's on them.

How they did it, I have no idea.
