I wouldn't even know where to start in helping to build a mobile phone. Are the components required readily available in your country?

If you mean to physically build a phone from scratch, that's quite an undertaking and I couldn't begin to offer any help. If you mean develop a custom rom for an existing handset, maybe the folks in Android Development - Android Forums could offer some help.
