I am trying to turn on "Android Device Manager" on my (first) android phone. I am following googles directions (https://support.google.com/accounts/answer/3265955?hl=en) and cannot find setting. In device security settings, there is nothing that says "Android Device Manager," where I can switch "Remotely locate this device and Allow remote lock and erase" on or off.

Device Manager from the web works pretty good.

it located me just now. And I renamed my device by adding the type phone it is.
Makes it easy for me to know which one I am looking at, out of the 5 devices we have.

Its going to be in "device administators" same section you were in.

Thanks. "Allow Android Device Manager to lock or erase a lost device" is already checked. Device is still not showing up in the Device Manager app and at device manager in a web browser.

Any other ideas?

If it's already checked than Android Device Manager is enabled. Confirm your phone is set as one of your devices in your account by using a browser to go to: https://www.android.com/devicemanager

Did you try going into chrome, then in to the chrome settings?
It should show your gmail account as the first dialog in there,as well it should say underneath the Gmail (google is syncing).
If the Gmail is not displayed there, log in to google chrome browser, that might help, but if it is logged into your Gmail account; try to go into device activity and see if your device is displayed there.
Although if you went into settings >security>administrator >and checked the box next to adroid device manager, the erase device and sd from another device should already be set up.
