I think adding tags might be staff only. I added most of the tags from your screenshot and left out the ones with less than 3 characters (because apparently tags need to be at least 3 characters)

I'm not sure what the rules are supposed to be with the recent shift to Xenforo. Perhaps users can only tag their posts whilst creating it, but can't edit it?

It seems a post limit on editing tags. I got shot down on my wife's account the other night, asked that I only use existing tags.

Ah, yes it would make sense that it's a requirement for 25 posts.
