Help I Cant receive pictures on a text message!!!

I have $25 plan. Unlimited everything except calling. Picture messaging has always worked for me and now every time they send me a picture message i get a text from "0000000868" Saying:
"An incoming picture message did not come through due to low balance. Top-Up or purchase a messaging pack now. Go to VXL > Top-Up." Wtf is up with that
 
I would call VM about this, it sounds like a billing issue and you need to have them enable the MMS or restart your service.
