Help I need help with my rooted s4

I think i accidently wiped my custom Cyanogen 13 OS. I installed it earlier today and got it working but i couldn't access my data so i said screw it and just wipe the data and start clean, but i think i wiped my OS because when i start my phone it just shows the samsung logo and that's it until it dies or i activate recovery mode. I been trying to fix this for about 8 hrs but with no luck. I have tried odin , adb and kies.
I NEED HELP!!!

Do you have a custom recovery (TWRP) installed?
 
Just wipe system, cache and data. Then reinstall CM13 and GApps.

Edit: Not familiar with Philz, but if the above mentioned are no longer on the device, you should be able to access the devices MTP function in recovery.

its similar to any other recovery but idk how to sideload the CM13 or GApps because i rooted it and installed the custom ROM all from the phone (No PC at all). I tried command prompt but i couldn't copy the ZIP files.
 
Download CM13 and GApps to the computer. Plug the USB cord to device and computer. Transfer files to device. Wipe system, data and cache. Flash CM13, flash GApps. Reboot. JOY.
 
I have the required files but for some reason my laptop cant detect my phone correctly

Do you have a micro SD card and a card reader for your PC?
If so, copy the ROM and Gapps directly to the SD card and put it back in phone. Then use Philz to flash from the card.
 
OR you can use a MicroSD adapter and put your sdcard in it and load the zip into the root if the sdcard and put the sdcard back in the phone and install the os

All i can say is reinstall the atock firmware root it then download the cm13 to your phone from its browser and then reinstall the CM13 OS
 
Sorry for the late reply my laptop had some problems too that kept me from fixing my phone but appreciate the assistance guys. I got it back working but i have only one problem left. I keep getting notifications that Bluetooth share has stopped working. I hope it's just that the app or whatever it is needs to be updated.

You can clear the Buletooth Share apps Data and restart your phone
