How do I get rid of white dot that pops up when I touch my samsung galaxy s4.

This sounds like you have "show touches" enabled. Go into Settings > Developer Options and turn it off.
(If you can't see "Developer Options" you need to go into Settings > About and tap repeatedly on the software version or built number until it tells you you are now a developer. But if you have show touches enabled you must have done this already).
