Apps I signed up as an Android Developer yesterday and Google is displaying...

I signed up as an Android Developer yesterday and Google is displaying, "Thanks for buying from Android Market using Google Checkout! Android Market will charge your order soon."

So how long till I can access the developer website and submit an app?

Also every time I login to the developer site it keep redirecting me to the payment section even though I already paid.
