I silenced everything on my phone and my camera shutter sound is still present.

Certain state laws prohibit silencing the camera for privacy reasons. Some ROMS, such as aokp, give the option in the rom manager to mute the camera sounds. Outside of that not sure of much else you can do outside of finding the proprietary file for the camera/audio and removing the shutter sound from there

It has nothing to do with state laws. It has everything to do with Boost being a Sprint MVNO.

Every Sprint phone as well as their pre-paid brands phones will not allow you to silence the camera shutter. Just about every other carrier you can find an option to silence the shutter. Not on Sprint.

Also some roms just don't have the option to silence the shutter. There's no option in my Nexus 4 to silence the shutter either. So my dreams of taking elusive pictures of my girlfriend went out the window...
 
Go into system/media/audio/ui/camera_click.ogg replace camera_click.ogg with a silent sound the same lenth or shorter. I tried to just remove it but it fc's the phone.
