That looks like Lollipop to me. If you let us know what phone you have, we could let you know if it's possible to update it to the newer version, either officially or through a custom rom.

I couldn't see it either on my desktop, I had to d/l the .png file.

EDIT: I take that back, that's KitKat, lollipop doesn't have the separating lines in the signal icons.

Looks like standard KitKat to me (hint: the wifi and data icons are bars, not solid).
It's probably ROM dependent.

BTW it doesn't always look like it, depending on manufacturer.
