First, either download the ringtones to your phone or copy them by connecting your phone to PC via USB. Then, use a file manager like eStrongs or Astro to create a folder on your SD Card (or SDCard partition if your phone doesn't have an actual SD card). Name it Ringtones. Then copy and paste your ringtones to this folder. After doing so, you will be able to set your ringtones from the main settings for the phone under Sounds > Ringtones.
You can also create a folder called Notifications and copy any sounds you would like to use for notifications for other apps. These sounds have to then be selected under the settings menu for each individual app as notifications are not handled by the OS but by each app.
