Maybe because your Internet Service Provider (ISP) provides you with more upload speed than download speed.

I'd speak to T-Mobile about it because it's their network. There's no such thing as a "better" APN setting AFAIK, it either works or it doesn't, provided you have a phone that's properly compatible with their network.

Is it consistently slower on download than upload, or just a one-off because that might have been something with the particular cell-tower or even network congestion.

As much as I wanted to help you on this, I simply cannot because I can't call T Mobile for you. Is it hurting the usefulness of your device?
