Icon changer and icon creator

I'm looking for an app that can change the icon of a web shortcut or video/image file shortcut on the home screen created by me and not only of apps. I also look for a good icon creator.

Are you using the default launcher for your device or one of the launchers that you can get from the play store? Usually play store launchers are much more conducive to easily modifying icons as opposed to the default launcher that came on your phone.

I'm using the Touchwiz launcher in Samsung Galaxy Ace 3 S7275R mobile phone.

The first thing I would try is this: https://play.google.com/store/apps/details?id=com.calciumion.themepicker.app although i am not sure if it will let you change icons for shortcuts. If it doesn't, then you might have to explore third-party launchers to change the icon.
