If u want to use the icon packs you find on google play, you first need to install a launcher they are compatible with. Launchers are the part of your phone that provides the desktop and app drawer. Popular options are adw, go locker, apex, nova and holo launcher. Any of these will let you install icon packs that change the look of the icons you use to launch apps with.
