ICS Background Data question

Is enabling "Mobile data" on ICS (Settings > Data Usage) the same as enabling Background data on the older versions of Android?

I think in the play store app settings there is an option to update over WiFi only.

I looked in my settings, and I can't find the old "allow background data" setting either.

There should be a widget to turn sync on or off.

Am I supposed to get a notification or anything while apps are auto-updating? Because I believe some of them have already done, but I haven't noticed it.
