ICS: Default Application settings not "sticking"

I have had this issue on my Samsung Galaxy S2 and now my Galaxy S3 (so it could be a Samsung or AT&T OS variation issue) but I am seeing an issue where the default application setting is not sticking when selecting the "use by default for this action" option.

The setting will stay for the duration of the calling application, but once I close it, the setting will have to be reset.

For example, on my system, I have Chrome and the native Internet browser, along with Instagram. When I launch a link on Twitter, it will ask for Chrome or Internet apps. I will select one or the other and then select default. After that all subsequent web-links will open with that browser. Once in the browser, if the link is an instagram link, it will ask to open Instragram or go through on one of the browsers. I can select any of these options and then they will be used until I close the calling browser.

I have tried going to Settings->Application Manager, but the default "Launch by Default" options are greyed out and not selectable. (I've never tried to check this while a calling applicaiton is still in memory though).

Any thoughts?

Thanks all!
