ICS stock browser & notification bar

I don't use the browser much on my Vivid and would be content with just the stock one in ICS except for one annoying thing -- the notification bar keeps bobbing up and down. I've looked for a setting to keep it locked (or eliminate it all together), but there didn't seem to be one.

I'm using Dolphin at the moment, but I'd get rid of it if there was a solution to this. Is there?

Most alternate launchers (Apex, for one) will let you removed the notification bar.

True, as does Nova (my preferred launcher). But even if I turn it off globally (which I don't want to have to do), it still drops down and back up in the browser if I pull up a menu or go to a different page. Spectacularly annoying.
