ICS: Text to Speech?

I've searched and was surprised to see there is no easy explanation for text to speech in Android. I have ICS.

I'd like to have my phone speak my emails and text messages on command. What is the easiest way? What is the cheapest way?

I've tried that, but I can't get it to work. The instructions for using it don't work. They mention Android v2, but nothing else.

I'm surprised that you can't just hit an option inside Gmail to read the email with TTS.

With Handcent, there is an option to speak the message, but it doesn't work for me.

go into settings>accessibility and see if it's there. it is on my tablet with 4.0.3.

All that I see there is "talkback", which speaks every action on the phone. I just want the phone to TTS emails and other text when I tell it to.
