Use up my Cell Minutes when I activate them? I'm curious about the FM Radio App, Internet (I have the Basic Data Plan), Google Maps, Email, etc.

If not data as you assert... then pray tell, what does it use?

FM radio waves? :)

I'm sure it does do some type of analytical tracking of usage but that can be programmed to upload "politely" (basically they wait when possible for a WiFi connection before uploading the data to avoid burning through your data plan).

You should be able to pick up local FM - I can get local on a Sandisk Sansa which has a built in radio but no online data connection. I can also get stuff on my wifi, which doesn't go thru the carrier's network. I tried connecting to my wifi with no SIM, and connected. I could probably picked up an OTA FM signal.
If your phone has the radio, why would your carrier even get involved? You aren't using their data or voice, you are using a publically transmitted FM band which is different from the carriers frequencies. Now if you want Sirius, or XM, or internet, that's different.
