Imaging app effects. A Nokia Glam Me comp for Android?

Glam Me for Nokia/Windows phones has a cool filter/"special effect" called "Fantastic". It turns a photo into an illustration with color effects. I've searched and tried many android apps for something as close to this effect as possible but had no luck. What's out there in this ecosystem that can do the same? Art-poster effects. Apps that turn photos into paintings, illustrations, with lots of color.

Try Paper Artist. Not sure if it's exclusive to Samsung though. The S on the icon kinda looks like the S Note 'S' IMO.

I do have a Galaxy S3 and have tried Paper Artist. Not good results. If there were a setting to change the intensity/percentages of effects applied maybe....
