Help importing music from sd card to internal memory

It can't be done as far as I'm aware, certainly not without root access.
How are you setting the ringtone? And when you say the ringtone isn't there, do you mean it's defaulted to the standard ringtone, or the MP3 is gone from the card?
If you create a folder on the SD Card called Ringtones and place the MP3 in there, it should then permanently appear in the list of items you can select as a ringtone.

i tried setting setting in 2 different ways.
1. setting from the sound set: when i restart my phone the sound set is saved but the default ringtone is changed, i need to "resave" the sound set and im good.
2. setting ringtone through Ringdroid app. same thing as the above happans.
am i doing something wrong?

Both those ways should work. Although I've never used Ringdroid, so I can't comment.
Try my suggestion above, create a folder on the SD Card (either by mounting the phone as a disk drive to your PC or using a file manager on the phone itself. Astro or E Strongs are the most popular) called Ringtones, place the MP3 in there and it should appear in the list of selectable options.

Is it possible there's some sort of conflict between the stock app and Ringdroid?
That's the only thing I can think of as putting the MP3 in the ringtones folder normally sorts it.

As a last resort, try uninstalling Ringdroid, and setting the tones manually, see if that helps.

Ok, can you run through, step by step, what you are doing to set the ringtone?
So with the MP3 in the Ringtones folder like this aye -
Settings -> Sound -> Phone Ringtone then selecting your MP3 and then hitting Apply?
