In-app purchase

I am trying to purchase an in-app but everytime I try i get:

Error

User is not eligible for this purchase.

I have a Samsung Galaxy S3 I9300.

I think we'll need to know a bit more, such as where you are, what network, maybe what type of contract, and what apps you are trying to make purchases in.
